New Zealand has taken a significant step to address the primary teacher shortage by adding primary teachers to the Straight to Residence pathway on the Green List. This change, effective from 26 March 2025, makes it easier for qualified teachers to secure residency and build their careers in New Zealand.
Previously, primary teachers were on the Work to Residence pathway, requiring them to work in the country for two years before applying for residency. Now, they can apply for residency immediately upon receiving a job offer. This move is particularly aimed at alleviating teacher shortages in Auckland and Northland.

“We know the most important thing for students in the classroom is the quality of the teacher in front of them. A teacher shortage not only impacts students but other staff as well. To attract skilled teachers from offshore, we are making New Zealand a competitive destination for overseas talent by moving primary teachers to the Straight to Residence pathway.”
The policy applies to primary and intermediate teachers, as well as Māori-medium educators, providing them with a direct route to residency without the previous two-year work requirement.
Successful Track Record in Education Immigration
Last year, New Zealand moved secondary school teachers to the Straight to Residence pathway, leading to 480 new teachers joining classrooms and benefiting thousands of students. Additionally, 1,170 teachers were supported through the Overseas Relocation Grant, which provides up to $10,000 to help cover relocation expenses.
Beyond immigration, the Government is also investing in local teacher training. A $53 million investment has doubled the School Onsite Training Programme (SOTP), allowing 1,200 aspiring teachers to train in classrooms. The Ministry of Education is also subsidizing training and offering financial assistance to future educators across various subjects and school levels.
